Roll Hit Points

Level up, roll your hit die, add your Constitution modifier. Or take the average. Here is the difference.

Roll or take the average?

At 1st level you get the die's maximum. After that, each level you either roll the hit die or take the fixed value, then add your Constitution modifier either way.

The fixed value is half a point better than the average roll, so over a career it wins. Rolling is for people who like the gamble: a barbarian can roll a 12 or a 1. Many tables pick one rule for everybody.

Hit dice on a short rest

You have as many hit dice as your level. On a short rest you can spend some, rolling each one and adding your Constitution modifier to heal that much. A long rest gives back half of them.
